Pikeville, KY — A Pike County man has been arrested and charged with endangering the welfare of a minor. According to the arrest citation, Pikeville Police conducted a search of Kentucky registrations on a vehicle at the intersection of U.S. 23 and Cassidy Blvd. Wednesday evening. That search came back as a canceled registration plate. Officers pulled the vehicle over and found 27-year-old Stephen Balo of Little Robinson Creek Road driving. Officers report that Balo admitted to driving on a suspended license and could not provide a valid registration receipt or a valid proof of insurance. Additional background check revealed that Balo had an active warrant. Officers placed Balo under arrest and began to search inside the vehicle. A small child was in the backseat in a car seat and directly at the feet of the child was a small box that contained meth, two used syringes, a straw and two spoons inside. The child Balo identified as his son, was unclothed except for a saturated diaper that had leaked onto the seat. Also piled around the child was garbage. Officers notified child services and the child was released to an approved family member. Balo was charged with various traffic violations, Possession of Controlled Substance and Possession of Drug Paraphernalia in addition to the endangering the welfare of a minor.
