Sponsor of the bill, Representative John Blanton, says this bill is expected to pass quickly, and is being welcomed into the Senate.  The emergency clause in the bill also will ensure that Pikeville Police Officer Scotty Hamilton&#8217;s wife, Chelsi and daughter Brynlee will be taken care of.  The bill is expected to be voted on in the full senate on Thursday.</p>
