FRANKFORT, Ky. — A statewide program in Kentucky aims to provide credentialing and pathways to a career in social work for people in substance use disorder recovery. Advocates say the Career Ladders in Mental and Behavioral Health or CLIMB-Health program is vital for the state to boost the mental health and social services workforce.

Carl Wilson, senior fellow for healthcare development and initiatives with the Kentucky Council on Secondary Education, said it also provides opportunities for those in recovery to make a living and expand their career horizons.

“You can gain both occupation credentials and or employment all the way up through a professional level within this program. So the program offers individuals with lived experience a tailored pathway,” he said.

Community colleges across the state serving more than 100,000 residents are now working with people who have been state-certified peer support specialists, to transfer their training toward Bachelor of Social Work degrees. The CLIMB-Health program began on Kentucky Community & Technical College System campuses in counties with the highest overdose deaths.

Wilson said residents in drug court programs in all 120 counties face barriers to employment.

“When they get to that employer interview, and that employer runs that background, and they see the addiction issue, they see in most cases, the justice involvement, they’re locked out of opportunities,” he added.

The goal is to fill urgent gaps in the state’s healthcare system and boost long-term economic stability for people living in recovery.

“We have approximately 50,000 to 0,000 untapped workers for our workforce in Kentucky that have not been given that opportunity to have a specialized program which addresses them,” Wilson continued.

While overdose rates in other states are declining Kentucky ranks among the top ten states in the nation for drug overdose deaths, according to the CDC.

WASHINGTON, D.C. — The Appalachian Regional Commission has announced grants of nearly $2.8 million to six entities in Kentucky working to battle addiction on numerous fronts.

The money includes grants of $500,000 each to AppalReD, the Appalachian Artisan Center, the Federation of Appalachian House Enterprises and Raven Cares; a $497,000 grant to Millard College in Louisa; and a $300,000 to the Center for Rural Development. All of the money will be used to help those in recovery find jobs and job training.

The grants are part of $12 million in funding from the Appalachian Regional Commission for 33 projects across the country.

WASHINGTON, D.C. — The Appalachian Regional Commission on Wednesday announced $43.3 million in grant funding for 51 projects in 12 Appalachian states.

The grants are focused on addiction recovery and broadband development.

Some of the projects in our region include:

• $1.5 million to Mountain Comprehensive Health Corporation to construct a 22-unit transitional housing facility for those recovering from addiction.
• $1.5 million for the Mountain Kentucky Dataseam Initiative for an information technology apprenticeship program for school districts in 20 Eastern Kentucky counties.
• $793,500 to St. Mary’s Health Wagon in Wise, Va., for a medication assisted addiction treatment program.

The grants are part of ARC’s POWER Initiative, which has awarded 293 grants totaling $238 million since 2015.

Senate Majority Leader Mitch McConnell announced Tuesday that the U.S. Department of Housing and Urban Development has set aside $1.14 million in funding for transitional housing for those receiving from addiction. The program is possible through the Comprehensive Addiction Recovery through Effective Employment Reentry (CAREER) Act which was signed into law in 2018.

According to a statement from McConnell’s office, the program provides temporary housing to those in recovery until they can find more permanent housing opportunities. In 2019, $25 million in funding was secured for the pilot program.
