Magoffin County, Ky.–Kentucky State Police served an arrest warrant Wednesday night on 19-year old John Cecil Horn of Stambaugh. In the complaint Horn allegedly went to a Chalmer Wireman Road residence in the early morning hours Wednesday and picked up a 13-year old girl without the permission of her parents/guardians. The warrant also states that Horn admitted to the Trooper that he in fact did pick up the girl without permission.
Custodial interference is a class D felony in Kentucky and is punishable by 1-5 years in prison.
