Auditor: Breathitt sheriff should repay $44K

FRANKFORT, Ky. — Kentucky State Auditor Mike Harmon says Breathitt County Sheriff Ray Clemons needs to repay over $44,000 to settle a deficit in his office.

Harmon says the problems arose after Clemons accepted advance funding from the state in 2015, without realizing that money had to be repaid by the end of the year. As a result, the sheriff’s office had less money Clemons believed, leading to overspending.

Among the questioned expenses was a nearly $6,000 payment to one employee as a “meritorious service award.” The audit says Clemons also treated $1,650 in fees from the local election board as personal income, rather than depositing that money in the office account.

The audit notes that the sheriff’s office provided no response to the findings.
