East Ky. optician, ex-wife charged with theft, fraud

FRANKFORT, Ky. — An Eastern Kentucky eye center owner and his ex-wife have been indicted on theft and Medicaid fraud charges.

Optician Marcus Minix, 67, of Lexington, and Amy K. Slone, 34, of Prestonsburg, were indicted by a Franklin County grand jury on one count of theft over $10,000 and one count of devising or engaging in a scheme to defraud Medicaid.

The indictment alleges that in 2015 and 2016 false billings were submitted on behalf of Minix Eye Care, a company owned by Minix and formerly in Paintsville and Prestonsburg, for eye care services that were never provided but that were paid for by Medicaid. Slone and Minix, who were married and working at the eye center at the time, are alleged to have withdrawn large amounts of money from the Minix Eye Care accounts where Medicaid payments were deposited.

The theft charge is the most serious, carrying a potential sentence of 10-to-20 years.

Arraignment is scheduled in Franklin County Circuit Court June 8.
