This week, the Mountain Arts Center in Prestonsburg was full of bright yellow shirts as Highway District 12 employees gathered to talk about winter weather. Engineering Branch Manager Darold Slone says everyone comes together each year in early October to begin their preparation for snow and ice. He says weather can be uncooperative and unpredictable, and it is never too early to start planning.
