Prestonsburg, Ky.–It happened this morning at the BP gas station on University Drive.
Prestonsburg Assistant Police Chief Gerald Clark arrived on the scene and found 35-year old Walker Ray Ratliff of Prestonsburg passed out in the driver’s seat of a vehicle with a set of scales, a small empty transparent blue bag, several pills and $60 dollars in cash all laid out across his lap.
Ratliff was found to have more small transparent bags in his hand containing what is believed to be meth. An unopened Suboxone container was aso found inside his wallet along with a cut straw.
Walker was charged with 1st and 2nd degree possession of a controlled substance and drug paraphernalia and lodged in the Floyd County Detention Center where he has since been released on bond.
