VICCO, Ky. — A Perry County man who was charged with murder for his connection to a fatal UTV crash in February now faces new charges based on allegations that came to light after the crash.

Noah Back, 26, of Vicco, was a passenger in the crash Feb. 28, along with another man and two 16-year-old girls. One of the teens was driving at the time, and the other, Emilynn Clark, died of injuries sustained in the crash.

Back was charged with murder on March 21, and a Perry County grand jury is currently weighing whether to indict him.

But social media posts shortly after the crash alerted authorities that Back had been involved in a sexual relationship with the other girl in the crash.

During a forensic interview at Care Cottage Child Advocacy Center in Hazard on March 12, the girl revealed the relationship allegedly began when the girl was 14. Back was a volunteer basketball coach at the girl’s school, and his mother was the principal at that school.

She was still 14 when the two began a sexual relationship, including during a trip to Atlanta for a Don Tolliver concert, when Back was celebrating his 25th birthday.

Back has initially been charged with transporting a minor across state lines for criminal sexual activity. He is currently being held without bond in the Laurel County jail.

PRESTONSBURG, Ky. — A man is dead following a motorcycle crash Thursday in Floyd County.

According to Kentucky State Police, Shane Allen was operating a 2008 Honda Silver Wing along Route 1428 near Cow Creek just after 6:30 Thursday evening, when his motorcycle left the road and struck a utility pole.

Allen was pronounced dead at the scene of the crash.

The incident remains under investigation.

HAZARD, Ky. – The Kentucky State Police Critical Incident Response Team has been requested by KSP Post 13 in Hazard to investigate a fatal crash that occurred Sunday morning in Hazard.

A trooper from Post 13 was responding to an emergency call for service in Knott County, traveling east on Route 80. Another vehicle, which was traveling west on Route 80, attempted to turn left onto Perry Circle Road and into the path of the trooper’s vehicle. The two vehicles collided in the intersection of KY-80 and Perry Circle Road.

The Trooper sustained serious but non-life-threatening injuries and was transported to Hazard ARH Regional Medical Center before being flown to UK Chandler Medical Center.

The driver and passenger in the other vehicle were pronounced deceased at the scene by the Perry County Coroner’s Office.

KSP was assisted by Hazard Police Department, Perry County Sheriff’s Office, Perry County Ambulance and the Hazard Fire Department.

The investigation remains ongoing and is being led by the KSP Critical Incident Response Team.

VICCO, Ky. — A Perry County man has been charged with murder in connection with a fatal side-by-side crash last month. 

Noah Back, 26, of Vicco, was arrested on a charge of murder Saturday, according to Sheriff Joe Engle. 

“After conferring with Commonwealth Attorney John Hansen, we have established that probable cause exists that the actions Noah Back took on Feb. 28, exhibited extreme indifference to human life which resulted in the death of 16 year old Miss Emilynn Clark,” Engle said in a statement released on his office’s Facebook page. 

The crash happened Feb. 28 near Oakwood Ave. in Vicco. At the time, Engle said Clark was riding in the side-by-side driven by another minor girl and two men. 

Engle did not say if Back was one of the men or release many other details about the case. However, he did say autopsy results showed Clark was not under the influence of alcohol or drugs at the time of her death.

HAGER HILL, Ky. — Kentucky State Police is investigating a two-vehicle crash in Johnson County that killed two people.

According to Kentucky State Police, Retina Meek was driving along Route 321 at Hager Hill around 1:30 p.m. Thursday, when she crossed the center line and struck a pickup truck driven by Jason Kinner.

Meek and a passenger in her vehicle, Anita Meek, both died of injuries sustained in the crash.

Kinner was also injured but is continuing to receive treatment.

The accident remains under investigation.

LEBURN, Ky. — A Floyd County man was killed in a Knott County single-vehicle crash Monday night.

The crash happened just after 8 p.m. Kentucky State Police Post 13 says a Toyota Camry veered off the westbound shoulder of Route 80 at Leburn and went over an embankment.

The driver, Keith Dingus, 68, of Langley, was ejected from the car and died at the scene.

Two children were passengers in the car and were transported to UK hospital. Their injuries were not considered life-threatening.

Police believe Dingus may have experienced a medical emergency prior to the crash. His body has been transported to the State Medical Examiner’s Office in Frankfort for autopsy.

The crash remains under investigation.

UPDATE, 2 p.m.: Perry County Sheriff Joe Engle has released more information about a deadly ATV crash last night in Vicco.

Engle said the crash happened around 9 p.m. Saturday night. The sheriff said two juvenile girls and two adult men were riding on an ATV near Oakwood Avenue. One of the girls was driving and lost control of the vehicle, going over an embankment.

the other girl who was a passenger in the vehicle was killed in the crash. One of the men who was also a passenger sustained serious injuries and was flown out to a trauma center for a treatment.

Engle said alcohol is suspected to be a factor in the crash. The driver has been charged. with driving under the influence and a search warrant was obtained for a blood sample. Engle said those results would not be back for a month or so.

The sheriff also said his office is investigating how the alcohol was obtained.

The identities of those involved has not been released at this time. However, Perry County Central High School release a statement, noting that the victim was a student at that school.

The school said a counselor will be available at the school Monday morning as a resource for students and staff.

The case remains under investigation.

VICCO, Ky. — The Perry County Sheriff’s Office is investigating an ATV crash Saturday night at Vicco.

The sheriff’s office reported the incident just before 11:30 p.m. and said one person had been killed. The identity of the victim has not yet been released.

The sheriff’s office said more information about the crash could be released as soon as today.

ASHCAMP, Ky. — Kentucky State Police is investigating after a passenger died of injuries sustained in a single-vehicle crash on Wednesday.

Police say Matthew Corbett was operating a 2020 Ford Transit ambulance owned by Lifeguard EMS along Route 197 at Ashcamp just before 4 p.m., when the vehicle left the road and overturned.

Douglas Jones, a passenger in the vehicle, was taken to a local hospital. He later died.

Trooper Terry Mounts is in charge of the investigation. He was assisted at the scene by Post 9 personnel, the Sycamore Volunteer Fire Department, and Lifeguard Ambulance Service.

CAMPTON, Ky. — Two area women are dead following a crash Tuesday afternoon on the Mountain Parkway in Wolfe County.

According to Kentucky State Police, Robby Burchett, 58, of Flat Gap, was driving east in a minivan, when he crossed the center line and collided with a passenger car driven by Russell Sowers, 32, of Summerfield, Fla.

A passenger in the minivan, Robbin Burchett, 56, of Paintsville, died at the scene.

Sowers and three passengers were taken to a local hospital. One of those passengers, Katelyn Harmon, 27, of Salyersville, later died. Sowers and a 9-year-old girl suffered serious injuries and are listed in critical condition. A 2-year-old in the car only suffered minor injuries.

The incident remains under investigation by Kentucky State Police Post 8 in Morehead.

DAVID, Ky. – One man is dead following a single-vehicle crash Tuesday night in Floyd County.

Kentucky State Police Pikeville Post was notified of the crash on Route 404 at David at 6:42 p.m.

The initial investigation determined that Stephen Starnes was operating a 2020 Buick Encore when the vehicle exited the roadway and went over an embankment. Starnes was pronounced dead at the scene by the Floyd County Coroner’s Office.

The collision remains under investigation by Trooper Hunter Kidd. Trooper Kidd was assisted at the scene by Post 9 personnel, David Volunteer Fire Department, and Lifeguard Ambulance Service.
