Pikeville, KY — A Pike County grand jury has returned a three-count indictment against a Pike County man for Endangering the Welfare of a Minor. 27-year-old Stephen Balo, of Little Robinson Creek Road, was arrested September 11th by Pikeville City Police for a cancelled registration plate and during a search of Balo’s vehicle, meth was discovered at the feet of Balo’s son in the backseat. The child had a saturated diaper on, no other clothing and garbage was piled around the child. Balo was indicted for Possession of Controlled Substance, Possession of Drug Paraphernalia and Endangering the Welfare of a Minor. An indictment is merely an accusation and the defendant is presumed innocent until and unless proven guilty.                                                                       Stephen Balo
