Couple arrested for DUI, public intoxication with four week old infant in the vehicle

PIKEVILLE, Ky. –  A Pikeville man and woman were arrested Monday evening after both were found to be under the influence of drugs or alcohol following a traffic stop.  The driver, 18 year old Jacob Vanover and his passenger, 18 year old Daphne Chapman both failed sobriety tests, and Pikeville Police Officers stated in the arrest citations there was a strong smell of alcohol and marijuana coming from the vehicle.  Vanover is facing a DUI charge and drug possession charges, while Chapman is facing a Public Intoxication charge.  Both were also charged with endangering the welfare of a minor because the couple’s four week old baby was in the vehicle with them at the time of the traffic stop.  The citation states alcoholic beverage containers were found throughout the vehicle, including in the cup holder beside the infant.  Both were lodged in the Pike County Detention Center.
