PRESTONSBURG, Ky. — Kentucky State Police has released its preliminary findings about a traffic stop in which a Floyd County man was shot and killed by a state trooper, after completing all interviews in the case.
Police say Trooper Billy Ball pulled over Glenn Edward Bays, 35, of Harold, because his pickup truck matched the description of one involved in a domestic violence incident.
During that stop, KSP says Bays reached for a gun in the truck’s interior. Trooper Ball responded by firing his weapon, killing Bays.
Ball is a three-year veteran of KSP and is assigned to Post 9 in Pikeville. He has been placed on administrative leave in accordance with standard procedures when investigating an officer-involved shooting.
