
SALYERSVILLE, Ky. — A Magoffin County man has been arrested for cruelty to animals, for allegedly hurting a puppy during an argument.
Sheriff’s deputies were given a video of a man abusing the dog while threatening his mother during an argument over money. Deputies identified the man as Kelsie Jimmy Allen, 20, of Salyersville, and went to speak to him last Monday.
The police report notes that Allen first denied he was the man in the video, but went silent as officers pointed out evidence from the video, such as that he had the same tattoos and was wearing the same shoes as the person in the video. He was also arrested on a warrant for an unrelated misdemeanor theft case.
Cruelty to animals is a misdemeanor in Kentucky unless it involves dog fighting.
Allen is being held in the Big Sandy Regional Detention Center in Paintsville.
