Clinic owner to be sentenced for fraud Tuesday

PIKEVILLE, Ky. — A Pike County businessman who was convicted of wire fraud and health care fraud last year will learn his fate tomorrow.

Back in November, a jury found Eugene Sisco III, 36, of Pikeville, guilty of the charges for billing Medicaid patients at his drug treatment clinics for services already being paid by Medicaid, and for ordering unnecessary drug screens.

Both prosecutors and defense attorneys have laid out their arguments for what would be a fair sentence, and the two sides could not be further apart. Sisco’s attorneys say probation or some other minimal sentence would suffice, while prosecutors are arguing for him to spend 15 years in prison.

Sisco has also indicated he plans to appeal his conviction and has asked the court to allow him to remain free until his appeals are exhausted.

The hearing could be a lengthy one, as in addition to the prison sentence, the judge will also have to rule on forfeiture and determine if Sisco will also have to pay restitution to his former clients. Those clients could also testify during the hearing.



The judge has already issued a preliminary forfeiture order for $3.2 million, and restitution, if granted, could total millions more.

Court gets underway at 9:30 a.m. Tuesday, in Pikeville.
