Johnson man indicted on child porn charges for secretly recording 15-year-old girl

PIKEVILLE, Ky. — A Johnson County man who was arrested last month for allegedly using hidden cameras to record a 15-year-old girl while she was dressing and showering has now been indicted by a federal grand jury.

Henry Jonathan Ritscher, 43, of Paintsville, was arrested Sept. 6, after the girl told her mother that she had found a video of herself on his phone.

The girl later told authorities she had stayed at Ritscher’s home that day, as she had on multiple occasions. She said she went with him to pick up pizza, and while she waited in the car, she used his phone and found the video.

While the girl and her mother were being interviewed at the police station, they received a message from Ritscher saying he was sorry. He reportedly further said he knew what he had done was wrong, but he would have never touched the girl.

Police then obtained a search warrant for Ritscher’s home. Officers seized his cell phone and found several surveillance cameras hidden in a tote in the garage. When questioned about the cameras, Ritscher said he dismantled and hid them because he anticipated police would be coming to talk to him.

The police report says Ritscher gave a full confession to police, saying he had been secretly recording the girl for about a year-and-a-half, solely for his own sexual fantasies.

Ritscher has now been charged with producing and possessing child pornography. The production charge is the most serious of the two carrying a potential sentence of 15-to-30 years in prison.

If convicted, he could also be ordered to pay at least $3,000 in restitution and an additional penalty of $50,000.

Ritscher is currently being held in the Pike County Detention Center. He is scheduled to appear in Ashland federal court next Thursday.
