Floyd County, KY — Update —  Floyd County Detention Center has confirmed that 26-year-old Bobby J. Blackburn, who was wanted by the Prestonsburg City Police since Saturday on an arrest warrant, has turned himself in to authorities. Blackburn, who is a pastor, is accused of prohibited use of an electronic communication system to procure a minor to commit a sex act. If convicted of these allegations, Blackburn faces one to five years in prison.
