Psychiatrist admits illegally prescribing ADHD meds in plea agreement

PIKEVILLE, Ky. — A former Pikeville psychiatrist has admitted to prescribing ADHD drugs without a legitimate medical purpose.

In a signed plea agreement filed in his case ahead of his guilty plea hearing on Thursday, Jason Noah Stamper, 52, of Coal Run Village, admitted to prescribing Ritalin and Adderall to an undercover DEA agent on six occasions in 2022.

The plea agreement says that during the initial visit in April, the agent simply told Stamper that he wanted something to give him “a kick in the britches,” which resulted in a prescription for Ritalin.

That June, after the agent complained that the drug no longer had an effect, Stamper prescribed 10 milligrams of Adderall twice a day, which the agreement says is the equivalent of eight times his original dose of Ritalin. He further told the agent he would up his dosage to 30 milligrams twice a day at his next visit.

The agreement also notes that Stamper failed to perform any medical exams other than blood pressure and lung sound checks on some, but not all, occasions, and failed to do blood tests on five straight visits.

In the agreement, Stamper pleads guilty to distributing amphetamine. In exchange for his guilty plea, prosecutors are agreeing to dismiss three more counts of the same charge.

Stamper faces up to 20 years in prison when he is sentenced at a later date.
