
PRESTONSBURG, Ky. — A Floyd County man and woman have been arrested after being indicted on charges of endangering two young children.
Donnie Shepherd, 64, and Elizabeth Hamilton Shepherd, 32, both of Prestonsburg, were indicted by a Floyd County grand jury last month and arrested by Prestonsburg Police Det. Dennis Hutchison on Tuesday. Both are charged with two counts of first-degree wanton endangerment, a felony punishable by up to five years in prison.
The indictment does not provide specifics about the allegations against them, only saying they engaged in the legal definition of wanton endangerment by “manifesting extreme indifference to human life when [they] wantonly engaged in conduct which created a substantial danger of death and/or serious physical injury” to the children.
Court sources say the children were living in deplorable conditions, and hair follicle tests suggested they may have been exposed to meth and Suboxone.
Both were ordered to be held on $25,000 cash bonds. Donnie Shepherd posted his bond on Thursday morning.
No hearings have yet been set in the case.
