WHITESBURG, Ky. — The murder case against former Letcher County Sheriff Mickey Stines will now move forward, following his indictment Thursday.

A Letcher County grand jury issued the indictment charging Stines with one count of murder of a public official. Stines is accused of killing of former Letcher Circuit Judge Kevin Mullins in his office on Sept. 19. During his preliminary hearing Oct. 1, prosecutors played security video of the incident, showing Stines shooting Mullins several times before walking out of the office and surrendering.
Kentucky Attorney General Russell Coleman and 27th Circuit Commonwealth’s Attorney Jackie Steele announced the development Thursday afternoon and said Stines will be arraigned on Monday.
The Kentucky State Police investigated the case. Commonwealth’s Attorney Steele and Deputy Executive Director of the Attorney General’s Special Prosecutions Unit Ramsey Dallam presented the case to a Letcher County grand jury on behalf of the state.
