Eugene Sisco, 38, of Pikeville, is currently serving a 10-year, five-month sentence following his conviction.

In November of 2021, a federal jury determined that he forced low-income patients to pay up to $300 a month for treatment at his drug clinics, even though their treatment was covered by Medicaid. The jury also determined that he ordered all of his patients to undergo mandatory drug screens that were not medically necessary.

Sisco had sought to take advantage of a recent change in the law that allows certain offenders to have their sentences reduced, asking that his sentence be trimmed by two years. However, a judge ruled Friday that he did not meet the criteria established by the law and ordered him to continue serving his full sentenced.

Sisco is being held in the Federal Correctional Institution in Ashland.
