PRESTONSBURG, Ky. — Five people face criminal syndicate charges, over a scheme to smuggle drugs into the Floyd County jail.

According to court records, jail Sgt. Casey Hutchinson learned that three inmates at the jail, identified as Jeffery Hunter, 34, of Melvin; Andrew Prater, 24, of Betsy Layne; and Landon Frazier, 43, of Hi Hat, had allegedly arranged for two women, identified as Hillary Hall, 38, of Harold, and Megan Elliott, 28, of Banner, to bring them drugs.

Arrest warrants allege that Hall and Elliott put fentanyl into a pack of cigarettes along with a lighter and tossed the pack over the jail wall, near the kitchen door. Hutchinson intercepted the pack before the inmates retrieved it.

The three inmates were already in custody and police have arrested Hall, leaving only Elliott as still being wanted.

All five are charged with engaging in organized crime, fentanyl trafficking, promoting contraband and possession of drug paraphernalia. The organized crime charge is the most serious, carrying a potential sentence of 10 to 20 years in prison, with the additional requirement that anyone convicted of the charge must serve at least 85 percent of their sentence before being eligible for parole.
