Prestonsburg Police were called just before 9 p.m. Tuesday over a report that a woman had forced her way into a vehicle near Highlands ARH and it headed south on U.S. 23. The caller advised he had been able to get in contact with the driver, who said she had pulled over at Meade Tractor in Ivel.

The car was still there when police arrived at that location, and 48-year-old Angela Hall, of Eastern, got out of the passenger side and began walking toward police. She was told to stop and was immediately detained.

Hall told police she had been walking to the hospital when the car stopped to give her a ride, but then she asked the driver to take her to Pikeville instead.

The driver had a different story, however, saying she spotted Hall bent over a guardrail and stopped to check on her, but Hall jumped in her car without consent.

The driver then drove to the hospital to meet her husband. While there, the driver’s husband tried to get Hall out of the car, but she locked the door and told the woman to drive her to Pikeville. The woman said she complied because Hall had a bag with her and she thought she might have a weapon inside.

Hall was arrested and charged with kidnapping and menacing. The kidnapping charge is a felony, punishable by 10-to-20 years in prison.
