Lawrence deputies arrest four for meth, heroin trafficking

FALLSBURG, Ky. — Four people are in jail on drug charges, after the Lawrence County Sheriff’s Office responded to an overdose call and found meth and heroin.

Deputies were called to a discount store at Fallsburg, where a man was said to be overdosing in the parking lot. While they were on their way, firefighters let them know that one of the men with him was trying to flee because of an outstanding warrant. The firefighters also spotted a woman in the group toss a black box under the vehicle they were in.

When they arrived on the scene, they recovered the box and found approximately 60 grams of meth. They also found a bag of heroin in the car.

Police arrested all four people in the group. They include:

  • Joshua Lee Ratliff, 41, of Louisa
  • Taylor Mills Jr., 42, of Lexington
  • Lucille Mills, 47, of Warfield
  • Julian Ooten, 39, of Lenore, West Virginia

Are all charged with meth and heroin trafficking, as well as importing heroin.

Ratliff was the man who was reported to be overdosing, and he was taken to a hospital. Once there, however, he checked himself out against medical advice and tried to leave, but was arrested before he could get away.
