Judge orders seizure of Sisco properties

PIKEVILLE, Ky. — A federal judge has ordered the seizure of the home and other properties of a Pikeville man convicted of fraud last year.

Eugene Sisco III was convicted of health care fraud and wire fraud back in November. With the verdict, the jury determined he required Medicaid patients at his drug treatment clinics to pay cash for services covered by Medicaid and ordered them to undergo medically unnecessary urine tests.



In addition to his 10-year prison sentence, he was ordered to pay restitution and forfeit $3.2 million to the government. But after he failed to make payments on the forfeiture, the government asked that his properties be substituted to pay down the debt. Those properties include his home and four other properties, as well as lab equipment and a 1992 Chevy Corvette.



Sisco argued that it was too soon to seize his properties, saying that his case is under appeal and he is continuing to negotiate his payments.

But the judge disagreed, saying Sisco’s appeal has little chance of succeeding and the negotiations are not relevant, and he ordered the immediate seizure and disposal of Sisco’s interest in all of the properties.
