Floyd sheriff, Martin police team up on drug arrest

PRESTONSBURG, Ky. — The Floyd County Sheriff’s Office and Martin City Police are crediting anonymous tips for two meth trafficking arrests this week.

Monday night, deputies and Martin officers acted on tips of meth trafficking and a fugitive at an address on Highland Avenue, in Prestonsburg. When they went to the home, they found their suspects, along with nine grams of meth, digital scales and several loaded syringes.

Phillip Morgan Joseph, 44, and Anna Conley, 43, were arrested on charged with meth trafficking and possession of drug paraphernalia. Conley was also charged with tampering with physical evidence and resisting arrest.

Back in 2014, Joseph pleaded guilty to conspiracy to distribute heroin, cocaine and oxycodone and was sentenced to five years in prison.

Last year, he was found to be in violation of his supervised release and was given another year. He could face more time in prison following Monday’s arrest.
